HORIZON EUROPE project “Sociology of Authoritarian Law - Insights from Central Asia” SOCIAL

In 2026, Turiba University, together with an international consortium of partners, will launch the European Union’s Horizon Europe research and innovation project “Sociology of Authoritarian Law - Insights from Central Asia” (SOCIAL), implemented under the Marie Skłodowska-Curie Actions within the MSCA Doctoral Networks programme. The project brings together 34 leading higher education institutions from Europe, Canada, Japan and the Central Asian region.

The aim of the project is to foster an in-depth understanding of the interaction between law, society and governance in authoritarian political regimes, with a particular focus on Central Asian countries. The SOCIAL project analyses how legal norms and legal practice function in authoritarian and hybrid political systems and examines their impact on democratisation processes and the implementation of good governance principles.

The project addresses key challenges in social sciences and legal research, emphasising the need for an interdisciplinary, empirically grounded approach to the study of authoritarian regimes. Within the framework of SOCIAL, new theoretical and methodological approaches in the sociology of authoritarian law will be developed, while simultaneously strengthening doctoral programmes and the capacity of early-stage researchers.

Special attention within the project is given to translating research findings into policy-making and international development practice, providing evidence-based recommendations to international organisations, policy-makers and development agencies on promoting democratisation and good governance in authoritarian contexts.

Within the framework of the project, Turiba University will host one international doctoral candidate who will carry out doctoral research in the sociology of law on anti-corruption politics in authoritarian regimes, enrolling in the Doctoral Study Programme in Law and actively participating in the international SOCIAL doctoral network. In addition, one of the international doctoral summer schools and networking events will be organised at Turiba University, bringing together doctoral candidates, academic supervisors and researchers from different partner countries to promote knowledge exchange, joint discussions and interdisciplinary cooperation.

Main objectives:

  • to collect original empirical data and generate new theoretical insights into the interaction between law, society and governance in authoritarian regimes in Central Asia;
  • to establish an interdisciplinary and international doctoral training programme focused on the study of authoritarian regimes;
  • to strengthen the sustainability of doctoral studies and the professional development of early-stage researchers in social sciences and law;
  • to provide policy recommendations and analytical solutions for promoting democratisation and good governance.

Expected results:

  • internationally comparable empirical studies on the functioning of authoritarian law;
  • new theoretical and methodological approaches to the analysis of authoritarian regimes;
  • 17 doctoral dissertations completed in an international and interdisciplinary environment;
  • transfer of knowledge to policy-making and international development cooperation.
