Entering Latvia

Receiving residence permit
 
After student is accepted for studies in Turiba, has signed agreement and paid first year tuition fee:

1. Turiba in the Office of Citizenship and Migration Affairs (PMLP) of the Republic of Latvia issue invitation for student indicating that the candidate is ready submit documents.
2. If the invitation is approved (in two working days), then the invitation number is sent to the student and Latvian diplomatic or consular representative office where the student will submit his / her documents for residence permit.
3. Turiba will send the candidate all supporting documents for residence permit (document guaranteeing accommodation at the Turiba’s student hostel a.s.o.).
4. After the approval of the invitation the candidate shall personally submit to the indicated diplomatic mission the following documents:

  • Travel document recognized by Latvia (passport)
  • Application form for residence permit (available at PMLP internet webpage www.ocma.gov.lv)
  • One photo 3cm x4 cm
  • Results of the flourography or X-ray tests
  • Police clearance certificate issued by a competent institution of country of citizenship or the host country if the candidate has resided there for more than 12 months (most often issued by the police department)
  • Document certifying provision of necessary subsistence. Such a document can be travelers checks (e.g. American Express, Thomas Cook), document issued by the bank regarding state of applicant’s bank account or document issued by the bank regarding state of another person’s account with remark that the applicant has the right to operate the account. The document should certify the minimum subsistence LVL 148 (EUR 210, USD 310) per month – in total 2520 EUR or 3720 USD for the first study year.
  • Document guaranteeing accommodation at the student hostel sent by Turiba
  • Contract on studies concluded with Turiba.
  • Remittance order certifying payment of state duty (account details are available on PMLP internet webpage www.ocma.gov.lv)
  • Apostilled secondary school certificate
  • Apostilled latest graduation certificate while applying for master’s or doctoral study programme

5. Documents will be evaluated by PMLP within 2 months from the date of submission so it is advisable to travel twice to the diplomatic or consular office of the Republic of Latvia and not reside in the country where the office is located. It is also advisable to telephone the diplomatic or consular office and arrange an appointment for submission of documents beforehand.
6. A copy of the PMLP decision will be sent to Turiba and the original shall be sent to the candidate. If the decision is positive Turiba will inform the candidate and the candidate can approach the Latvian diplomatic or consular office to receive the visa for entry to Latvia (usually the same documents as for residence permit have to be submitted and they can be sent by spot). Please contact embassy or school to get more information about procedure for each specific embassy.
7. Before arrival in Latvia the candidate shall obtain a medical insurance policy that covers any medical expenses incurred during the period of stay in Latvia (first study year).
8. If the decision is negative Turiba shall inform the candidate and within a week of receipt of an application and account details of the candidate transfer the remitted tuition fee deducting the bank transaction charges.

Arrival for studies

Upon arrival for studies the candidate shall conclude a rental agreement for room at the student hostel.
Within seven days of arrival in Latvia the candidate with assistance of the school will visit the PMLP to receive the residence permit. The candidate shall have to show a valid medical insurance policy to receive the residence permit.
